Free - down the pan?

Last night I heard about another very good use of the "free" economy - this time applied to the public sector.

Under pressure to meet public spending cuts, the local council at Kendal in Lancashire has found a great way of saving £0.5m per year.

It is closing its public-toilets and has made arrangements for local shops and restaurants to offer use of their facilities to the public free-of-charge.

Why does it work? Because the businesses want the extra foot-fall. How much effort and cost do they have trying to attract people to their shops, caffes and restaurants? This way they get people in using facilities they already have.

I suppose it is a bit sad that you have to use draconian and deeply unpopular public spending cuts to drive this sort of creativity... but at least this saves some more public money from going down the pan.
